Well it is plastic, so you could either scrape the paint off and paint it, or just paint over it, but I would just buy one of the nice looking ones of eBay for 20 or so bucks.

There's no paint on the stock wing. I think it probably is dyeable, but I've never tied it.

I don't think it would dye very well. Plastics are generally compounded with the pigment. If there is a surface coat then it is paint or another colored plastic laminated. Dyes either attach electrostatically - of which there is nothing on a general plastic to allow this, or chemically bonded, which again is difficult with plastics.
